The Lake Chad Basin is currently suffering one of the world’s greatest humanitarian crises with approximately 10.7 million people in need of immediate humanitarian assistance. Over the past two years a team of experts led by adelphi has been conducting an assesment of the climate and fragility risks affecting the region in order to identify responses which can address the linked causes and drivers of the crisis.
A new USAID report focuses on the intersection of climate exposure and state fragility worldwide. It finds that the factors that make a country vulberable to large-scale conflict are similar to those that make it vulnerable to climate change. The report thus offers a way for global audiences with an interest in climate and security to identify places of high concern.
Peat areas have played a pivotal role in conflicts globally, and have also been a point of contention during post-conflict recovery. Communities in Southeast Asia as well as in the countries of the Congo are facing challenges as finding political solutions for this problem.
On 4-5th May, adelphi was at the Resilient Cities Congress 2017 in Bonn to speak on a panel on ‘Violence and Climate Change in Cities’. The session was a unique and much required discussion on the interactions between climate change and conflict in urban settings.

Following last month’s United Nations Conference on Housing and Sustainable Urban Development (Habitat III) in Quito, Ecuador, it is worth raising attention to the key challenges and opportunities that the urbanisation process imposes on peaceful development. In fragile contexts, such as urban areas which are already highly exposed to multiple risks (including climate change, disasters, chronic poverty, insecurity and population displacement), the converging effects of climate change and growing youth populations can severely affect security risks.
A greater understanding of the relationship between climate change, migration, cities and conflict is required in the global research community. Clemence Finaz, a Research Associate at International Alert, illustrates the complexities of a densely-populated city’s vulnerability to compound risks, including climate-related disaster and a high level of insecurity using the case example of Port-au-Prince, Haiti.
This week, Heads of State will formally adopt a ‘New Urban Agenda’ in Quito, Ecuador. It will be the outcome document agreed upon at the third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) that aims to set the narrative for development in human settlements for the next ten to 20 years.
Fresh water is an indispensable resource for human life and ecosystem health. A considerable amount of fresh water resources accessible for human use are shared between two or more countries. Around the world, there are 286 transboundary river basins, and 148 countries include territory within one or more of these basins. Contrary to expectations, internationally shared water resources have long acted as a source of cooperation rather than conflict between riparian states.
Approaches developed in Mali, Senegal, Kenya and Tanzania offer insights for building resilience in areas facing risks of climate change, disasters and conflict.

As the president of a farming cooperative, he knows the cost of drought all too well. ‘The rain period has decreased considerably from years ago … we don’t have grass anymore,’ he told ISS Today. ‘Everything is naked.’
Ask Agnes Namukasa about sustainably managing fisheries in Kachanga, the lakeshore landing site she calls home in Uganda’s Masaka District, and you will soon learn about toilets. From her perspective, community members won’t address conflict between government enforcers and fishers, competition among neighboring villages, or pollution threatening aquatic ecosystems until they can first organize to address their most pressing daily needs. And in Kachanga, where chronic childhood diarrhea and a host of other illnesses stem from poor sanitation, those essentials include public latrines.
