South Asia is one of the world’s most climate-vulnerable regions. Many countries in the region lack the resources and capacities needed to cope with the worsening impacts of climate change. At the same time, climate change is increasingly interacting with socio-economic, demographic and political factors to exacerbate fragility risks.
Ethiopia is a key security player in the Horn of Africa: while the country can act as an important catalyst for peace, it can also be a significant source of instability if conflict risks and climate resiliency are not managed proactively.
For the past four decades, Afghanistan has suffered from the devastating impacts of constant armed conflict. Conflicts have increased Afghanistan’s already high vulnerability to climate change, the impacts of which may, in turn, help to create the conditions for continued violence.
According to the Global Climate Risk Index, four of the world’s ten countries most affected by climate change are located in Southeast Asia: Myanmar, the Philippines, Thailand, and Vietnam. This study examines the implications of climate change and climate policy for international affairs in Southeast Asia and for ASEAN as a multilateral organization.
Water conflict and cooperation surrounding riparian countries among the Jordan River has been one of the most contentious issues in the Middle East, at times leading to the use of military force. While there are many studies analyzing current water contention over the lower part of the Jordan River, there is a gap in a comprehensive analysis of factors affecting various cooperation taking place within the basin, linking analysis to future potential areas of cooperation. This report is the result of a research project aimed at filling this gap.
This policy brief analyses the challenges and potentials for cooperation among Middle Eastern countries through water governance. It takes the perspective of water insecurity as an instability multiplier, bringing the matter of water distribution and use to the center of the Middle Eastern conflict.
The NATO Parliamentary Assemblies’ Science and Technology Committee drafted a new report on Food and Water Security in the Middle East and North Africa. The report underlines that pressures on natural resources and connected impacts on food production are factors that contribute to the (in-) security of the MENA region. The document summarizes causes as well as possible technical and governance approaches to improve food and water security in the region. The initiative shows that the role of environmental resources is increasingly taken seriously in the sphere of security policy. The Science and Technology Committee will discuss the draft and recommendations to NATO countries at the Spring Session in Tbilisi from 27-29 May.
This volume brings together insights on the interactions between environmental change and human security in the Middle East and Africa. These regions face particular challenges in relation to environmental degradation, the decline of natural resources and consequent risks to current and future human security.
Cities are on the sharp end of a range of risks from criminal violence, terrorism and war to demographic pressures, to climate and environmental change. Coastal megacities are especially at risk given the specific impacts of climate change they face, including accelerated global sea-level rise, increased storm frequency and severity, and destruction to critical infrastructure such as port facilities, rail and road linkages, and energy installations, all of which are amplified as urban populations become ever larger.
To facilitate a broader discussion on climate-fragility risks in Japan and reflect and discuss the findings of the G7 report and its implications and relevance for Japan, adelphi and the Institute for Global Environmental Strategies jointly organised two expert workshops in June 2016. To complement this analysis, the paper also presents findings from a perception survey on climate-fragility risk conducted among Japanese professionals and practitioners outlining observations regarding the level of awareness around climate-fragility risks and the efficacy of policies to address climate-fragility risks.

Human security will be progressively threatened by climate change, consequently development cooperation agencies such as JICA need to adopt approaches to strengthen resilience to climate-fragility risks. Currently, JICA’s approaches to climate change adaptation and peacebuilding are not connected enough. There is a need for integrating assessments of climate risk and peacebuilding impacts as well as science, engineering and socio-economic approaches.
This paper focuses on the foreign policy implications of climate-fragility risks for Japan.
This briefing paper, in particular, starts by outlining some of the most important climate-fragility risks in Asia. Against this backdrop, the results of an online survey of stakeholders in Asia are presented to provide some understanding and a snapshot of how these stakeholders perceive and understand climate-fragility risks. Subsequently, the paper presents a Climate-Fragility Risk Index as a means of comprehensively presenting various climate-fragility risk indicators that help compare countries and understand factors behind their fragility state.
