On 13 September, Under-Secretary-General for Political Affairs Jeffrey Feltman briefed the Security Council on the Secretary-General’s 7 September report on the situation in Lake Chad Basin region (S/2017/764). The Council requested the report in resolution 2349, which it adopted on 31 March following its visiting mission to the Lake Chad Basin in early March.
Water conflict and cooperation surrounding riparian countries among the Jordan River has been one of the most contentious issues in the Middle East, at times leading to the use of military force. While there are many studies analyzing current water contention over the lower part of the Jordan River, there is a gap in a comprehensive analysis of factors affecting various cooperation taking place within the basin, linking analysis to future potential areas of cooperation. This report is the result of a research project aimed at filling this gap.
The Sendai Framework for Disaster Risk Reduction (DRR) is a non-legally binding agreement designed to reduce existing levels of risk and prevent emerging risks. While references to conflict were deleted from the final text, Sendai addresses issues parallel to those that would need to be addressed in a prevention and sustaining peace agenda.

The NATO Parliamentary Assemblies’ Science and Technology Committee drafted a new report on Food and Water Security in the Middle East and North Africa. The report underlines that pressures on natural resources and connected impacts on food production are factors that contribute to the (in-) security of the MENA region. The document summarizes causes as well as possible technical and governance approaches to improve food and water security in the region. The initiative shows that the role of environmental resources is increasingly taken seriously in the sphere of security policy. The Science and Technology Committee will discuss the draft and recommendations to NATO countries at the Spring Session in Tbilisi from 27-29 May.
In recent years, a growing number of studies have appeared that analyse the statistical relationship between climate change and violent conflict. Whilst this research offers a comprehensive and systematic assessment of emerging climate-security risks, its results remain ambiguous and are often misinterpreted. This is all the more serious as quantitative evidence dominates current discussions on the security implications of climate change and therefore has a major bearing on policy-making.
Over the past ten years, both our understanding and awareness of the links between climate change and security have increased tremendously. Today the UN, the EU, the G7 and an increasing number of states have classified climate change as a threat to global and/or national security. However, the links between climate change, conflict and fragility are not simple and linear. The increasing impacts of climate change do not automatically lead to more fragility and conflict. Rather, climate change acts as a threat multiplier.

Climate change is increasingly viewed as the world’s greatest global security risk. However, the UN Security Council (UNSC) has not consistently or systematically addressed climate-related security risks. In practice, the UNSC has predominantly focused on crisis management and hard security interventions but more recently the demand for investment in conflict prevention has grown rapidly. Supported by the confidence in global action on climate change generated by the Paris Agreement, there is a window of opportunity for the UNSC to take action on climate security. That is, the management of the direct and indirect consequences of inadequate or mismanaged climate mitigation and adaptation.
This volume brings together insights on the interactions between environmental change and human security in the Middle East and Africa. These regions face particular challenges in relation to environmental degradation, the decline of natural resources and consequent risks to current and future human security.
