In January 2020, the German Federal Foreign Office launched Green Central Asia, a regional initiative on climate and security in Central Asia and Afghanistan. The aim of the initiative is to support a dialogue in the region on climate change and associated risks in order to foster regional integration between the six countries involved.
A high-level ministerial conference in Berlin is looking at the impact of climate change on regional security in Central Asia. The aim is to foster stronger regional cooperation, improve the exchange of information and form connections with academia and civil society.
For the first time in the survey’s 10-year outlook, the top five global risks in terms of likelihood are all environmental. They are: extreme weather events, failure of climate change mitigation and adaptation, major natural disasters, major biodiversity loss and ecosystem collapse, and human-made environmental damage and disasters.

Environmental peacebuilding is a good idea. As a practice, it aims to address simultaneously environmental problems and challenges related to violent conflict. Examples include the promotion of environmental cooperation between rival states, conflict-sensitive adaptation to climate change, and restoring access to land and water in post-conflict societies. IHE Delft is now accepting abstracts for the 6th International Symposium on Knowledge and Capacity Development for the Water Sector. Hosted on May 27-29, 2020 in Delft, the Netherlands, the Symposium aims to build on the concepts of capacity development and move towards an implementation science.
Until recently, impressive economic growth, stable leadership and its attractiveness as a foreign investment hub put Ethiopia in a positive spotlight. However, the country still ranks low in human development and is highly dependent on rainfed agriculture, making it particularly vulnerable to climate change impacts. Combined with existing tensions and inequalities, climate vulnerability can exacerbate security risks. To mitigate these linkages, Ethiopia’s leadership should support implementation of conflict-sensitive climate change adaptation policies and include climate security in its conflict mitigation strategy.
On 19 November in Dhaka, adelphi partnered with the International Centre for Climate Change and Development (ICCCAD) to hold a roundtable and discussion on climate change and fragility risks in South Asia.
Nepal and Afghanistan face a number of serious climate-fragility risks, so adelphi brought together regional government officials and NGO experts for a training in Kathmandu on 9 November 2019.
Climate change is increasingly challenging global security and undermining peacebuilding efforts. UN Environment and the European Union have joined forces to address these challenges. With the support of adelphi, they have developed a toolkit on ‘Addressing climate-fragility risks’. This toolkit facilitates the development and implementation of strategies, policies, and projects that seek to build resilience by linking climate change adaptation, peacebuilding, and sustainable livelihoods, focusing on the pilot countries Sudan and Nepal.
International political boundaries are arbitrary creations. Today’s borders are better described as imaginary lines on maps, rather than hard barriers between states. Often using mountains, rivers, or other geographical landmarks, modern borders are entrenched in historic tradition rather than logic and fact. As a result, today’s international borders are poorly equipped to handle modern challenges, in particular climate change, which has already begun to threaten the most important state resource, fresh water.
Ten years after committing to rationalise and phase out inefficient fossil fuel subsidies, G20 countries still subsidise coal, oil and gas to the tune of around USD 150 billion annually. The process to try to move the G20 forward on this issue has been via peer review of fossil fuel subsidies, but these reviews need to be followed by action. Subsidy reforms could free up resources that could be channeled back into government programmes, which would be necessary to mitigate the impacts of rising energy prices on vulnerable populations and to help smooth reforms, and could also be spent on accelerating a clean energy transition.
Access to water can be a critical resource for cooperation, but also a source of tension. Identifying risks before their onset is crucial for the efficiency and economic feasibility of intervention strategies, but how can these risks be measured? To address this conundrum, adelphi together with several partners convened a side-event at World Water Week, which connected experts developing analytical tools to policy makers in the water sector.
As disasters wreak havoc all over South Asia, health impacts have increasingly emerged as a major concern for communities and governments in the region. It underscores the need for concerted efforts towards building synergies between the Paris Agreement, the Sendai Framework for Disaster Risk Reduction and the 2030 Sustainable Development Agenda, particularly now, in the post-disaster reconstruction phase, to ensure “building back better” and future disaster prevention.
