Though focused on climate change, National Adaptation Plans offer important assessments of the risks a country faces and can be valuable in devising comprehensive pandemic response strategies.

Stories of clear skies and wildlife conquering urban areas might provide much needed comfort during these uncertain times as the health crisis unfolds. But in Brazil, where climate and environmental issues already lack attention and resources, the pandemic underscores the next crisis.
For the first time in the survey’s 10-year outlook, the top five global risks in terms of likelihood are all environmental. They are: extreme weather events, failure of climate change mitigation and adaptation, major natural disasters, major biodiversity loss and ecosystem collapse, and human-made environmental damage and disasters.
Environmental peacebuilding is a good idea. As a practice, it aims to address simultaneously environmental problems and challenges related to violent conflict. Examples include the promotion of environmental cooperation between rival states, conflict-sensitive adaptation to climate change, and restoring access to land and water in post-conflict societies. However, environmental peacebuilding can negatively affect development, chip away at environmental protection, and erode peace. As the second week of COP25 begins in Madrid, it is time to stress once more the importance of building momentum for adaptation. There is obviously a need for adaptation planning, implementation and financing. However, so far only seventeen countries have presented National Adaptation Plans (NAP) - despite international partners providing important support.
Climate change is increasingly challenging global security and undermining peacebuilding efforts. UN Environment and the European Union have joined forces to address these challenges. With the support of adelphi, they have developed a toolkit on ‘Addressing climate-fragility risks’. This toolkit facilitates the development and implementation of strategies, policies, and projects that seek to build resilience by linking climate change adaptation, peacebuilding, and sustainable livelihoods, focusing on the pilot countries Sudan and Nepal.
International political boundaries are arbitrary creations. Today’s borders are better described as imaginary lines on maps, rather than hard barriers between states. Often using mountains, rivers, or other geographical landmarks, modern borders are entrenched in historic tradition rather than logic and fact. As a result, today’s international borders are poorly equipped to handle modern challenges, in particular climate change, which has already begun to threaten the most important state resource, fresh water.
If ratified, the Mercosur-EU trade deal may reinforce the parties’ commitment to climate action. Yet, its potential relevance is weakened by a language that often stops short of concrete commitments, as well as political resistance.

As India grapples with the worsening impacts of climate change, the need to strengthen its adaptation efforts has become more significant than ever. Climate diplomacy and mainstreaming climate adaptation into the most vulnerable sectors could provide some solutions to overcoming barriers, such as the lack of sustainable funding.
No country is immune to natural hazards, but for fragile states, the effects are even more severe. Mostly, conflict prevention and humanitarian aid are seen as more pressing priorities to protect livelihoods there. This pushes efforts of climate change adaptation and disaster risk reduction to the bottom of the priority list and results in compounded pressures.
Women are vital for effective climate policy making and implementation. In South Asia, more needs to be done on systematically integrating women into policy processes - as active stakeholders and not merely as victims of climate risks.
The Planetary Security Conference brings together experts, policy makers and politicians from around the world to discuss how best to tackle the security risks of climate change. The conference also reports on progress towards meeting the ambitions of The Hague Declaration which set out an action agenda for the community of practice on climate security. This year we spent some time interviewing some of the participants to get their insights into how climate change affects international and human security.
Resource consumption has grown exponentially over the past: between 1970 and 2010, the quantity of extracted materials has tripled. Not only the overall amount of resources extracted and consumed has risen rapidly, but also the diversity of resources has grown. While half a century ago, only a few materials such as wood, brick, iron, copper, and plastics were in high demand worldwide, today products are more complex and require a wide range of materials.
