Ten years after committing to rationalise and phase out inefficient fossil fuel subsidies, G20 countries still subsidise coal, oil and gas to the tune of around USD 150 billion annually. The process to try to move the G20 forward on this issue has been via peer review of fossil fuel subsidies, but these reviews need to be followed by action. Subsidy reforms could free up resources that could be channeled back into government programmes, which would be necessary to mitigate the impacts of rising energy prices on vulnerable populations and to help smooth reforms, and could also be spent on accelerating a clean energy transition.
Access to water can be a critical resource for cooperation, but also a source of tension. Identifying risks before their onset is crucial for the efficiency and economic feasibility of intervention strategies, but how can these risks be measured? To address this conundrum, adelphi together with several partners convened a side-event at World Water Week, which connected experts developing analytical tools to policy makers in the water sector.

Policymakers and emergency managers tend to build a conceptual wall between natural hazards and terrorism. The causes of—and remedies for—these two kinds of disasters are seen as separate and distinct. But, in the era of climate change, the wall between the two is crumbling. As climate and weather patterns shift, the resulting environmental crisis is being leveraged as a tool for terror and political violence.
As the links between the climate crisis and risks to global peace and prosperity become ever more evident, foreign policy actors are increasingly under pressure to step up their efforts to address climate-related risks. The report explores some ways practitioners can take a new approach to source water protection that would enhance resilience and help sustain communities and ecosystems in a shifting climate.
Growing water scarcity and climate change effects are having a profound global impact resulting in an urgent need for increased dialogue and cooperation over shared water resources. In this policy brief, the Stockholm International Water Institute (SIWI) highlights the potential of water diplomacy as an approach for forwarding peace and the better management of transboundary waters.
World Water Week is organized by SIWI and is the annual focal point for global water issues, gathering leading water experts, decision-makers, and business leaders. The 2019 theme is “Water for society: Including all”.
The Stockholm International Peace Research Institute (SIPRI) will host the fourth Stockholm Security Conference (SSC 19) on 3 October 2019, under the theme ‘Conflict and technology: Now and in the future.’ Through plenary and breakout sessions, the conference will look at how the nature of conflict is changing today and how technology impacts conflict.
“Climate Security risks will materialise in very different ways and forms, whether we talk about Lake Chad or about the Arctic, Bangladesh and the Small Island Developing States,” said the EU’s Ambassador to the United Nations in New York, Joao Vale de Almeida, in his opening remarks. “But for the EU, there is no doubt, as underlined in 2016 in our Global Strategy, and reaffirmed by the 28 Ministers of Foreign Affairs, that climate change is a major threat to the security of the EU and to global peace and security more generally,” he said.
As India grapples with the worsening impacts of climate change, the need to strengthen its adaptation efforts has become more significant than ever. Climate diplomacy and mainstreaming climate adaptation into the most vulnerable sectors could provide some solutions to overcoming barriers, such as the lack of sustainable funding.
No country is immune to natural hazards, but for fragile states, the effects are even more severe. Mostly, conflict prevention and humanitarian aid are seen as more pressing priorities to protect livelihoods there. This pushes efforts of climate change adaptation and disaster risk reduction to the bottom of the priority list and results in compounded pressures.
80 per cent of the world’s poorest could be living in fragile contexts by 2030, making fragility one of the capital challenges to achieving sustainable development. Fragility is multidimensional and complex, and progress in fragile contexts is not easy. But instead of shying away from this task, the ambition of the international community must be stepped up. Foreign policy can help increase the efficacy of investments to tackle fragility.
