Years ago, Mohamed’s family had enough to eat, despite being poor. His daughter owned a vegetable stall at a bustling market in northeastern Nigeria. The family had options: during the dry season, when Lake Chad was shallow, Mohamed could farm; and during the wet season, he could fish or graze his cattle. But then things began to change.
The new study Shoring up Stability demonstrates, for the first time, how climate change interacts with conflict and exacerbates the humanitarian crisis in the Lake Chad region. To launch the report and discuss its findings with local policy-makers, experts and practitioners, the German Embassy in Niger, adelphi and CNESS co-organised a launch event on 24 October in Niamey. Insights from Niger point to the importance of investing in governance rather than technical fixes.
Nobody needs to be convinced that climate change affects our very existence and security. However, experts are interested to know how climate change affects security at a global level and what the EU can do in that regard. This was the main aim of the European Security and Defence College (ESDC) Climate Change and Security Course co-organised by the French Institute for Higher National Defence Studies (IHEDN) and adelphi, as part of the Climate Diplomacy initiative supported by the German Federal Foreign Office, which took place in Brussels from 21 to 23 October 2019.
Meaningful engagement with the social and conflict implications of climate change in Solomon Islands must be firmly grounded within local worldviews—within Solomon Islanders’ physical, economic, political, and social and spiritual worlds. As we note in a recent policy brief for the Toda Peace Institute, when addressing conflict challenges exacerbated or caused by climate change, approaches should be drawn upon community understandings of what constitutes peace and justice.
International political boundaries are arbitrary creations. Today’s borders are better described as imaginary lines on maps, rather than hard barriers between states. Often using mountains, rivers, or other geographical landmarks, modern borders are entrenched in historic tradition rather than logic and fact. As a result, today’s international borders are poorly equipped to handle modern challenges, in particular climate change, which has already begun to threaten the most important state resource, fresh water.
“It is time to do more than just talk about sustainability. It is time to act sustainably,” said Heiko Maas during his speech at the General Debate of the 74th United Nations General Assembly. Germany’s Minister for Foreign Affairs highlighted the need for multilateral cooperation to achieve worldwide sustainability, as well as Germany's focus on climate-security, women, and disarmament and arms control as part of its agenda in the UN Security Council.
Colombia’s long-standing internal conflict and the country’s contribution to climate change share one common root cause: land concentration. Policies to strengthen access to land and to ensure sustainable land use might therefore hold the key to promoting peacebuilding in Colombia, while simultaneously reducing emissions.
Policymakers and emergency managers tend to build a conceptual wall between natural hazards and terrorism. The causes of—and remedies for—these two kinds of disasters are seen as separate and distinct. But, in the era of climate change, the wall between the two is crumbling. As climate and weather patterns shift, the resulting environmental crisis is being leveraged as a tool for terror and political violence.
At the conclusion of the 50th Pacific Islands Forum, Pacific leaders issued a Forum Communiqué and the ‘Kainaki II Declaration for Urgent Climate Change Action Now’ – the strongest collective statement the Forum has issued on climate change. Pacific leaders highlight the UN Secretary-General’s Climate Action Summit, the SAMOA Pathway Review, and 25th session of the Conference of the Parties (COP 25) to the UNFCCC as “global turning points to ensure meaningful, measurable and effective climate change action”.
To fight illegal coca plantations and conflict actors’ income sources, Colombia’s president wants to loosen the ban on aerial glyphosate spraying. However, considering the dynamics of organised crime, the use of toxic herbicides will not only fail to achieve its aim, it will have many adverse effects for the environment and human health, fundamentally undermining ways to reach peace in the country. International cooperation and national policy-makers need to account for this peace spoiler.
“Climate Security risks will materialise in very different ways and forms, whether we talk about Lake Chad or about the Arctic, Bangladesh and the Small Island Developing States,” said the EU’s Ambassador to the United Nations in New York, Joao Vale de Almeida, in his opening remarks. “But for the EU, there is no doubt, as underlined in 2016 in our Global Strategy, and reaffirmed by the 28 Ministers of Foreign Affairs, that climate change is a major threat to the security of the EU and to global peace and security more generally,” he said.
The challenges facing the international community are growing while the willingness to cooperate seems to be waning. Foreign policy must help bridge this gap. One way to accomplish this is by pushing forward a major achievement of multilateralism: the 2030 Agenda and its 17 Sustainable Development Goals. At a side event during the 2019 High-Level Political Forum, diplomats and policy experts discussed the role of foreign policy in the global sustainability architecture.
Global progress towards achieving the SDGs is slow, and for many targets, off track. While SDG implementation is primarily a national task and responsibility, it also requires concerted international cooperation. This article presents two arguments why foreign policy could play an important role in their achievement.
No country is immune to natural hazards, but for fragile states, the effects are even more severe. Mostly, conflict prevention and humanitarian aid are seen as more pressing priorities to protect livelihoods there. This pushes efforts of climate change adaptation and disaster risk reduction to the bottom of the priority list and results in compounded pressures.
