The Brahmaputra River originates in the Tibetan area of China and flows through China, Bhutan, India and Bangladesh, before reaching the sea at the Bay of Bengal. The use of its water resources has become the source of contention between different users in some parts of the river, involving multiple jurisdictions and countries. This report analyses key factors that affect transboundary water cooperation, as well as potential areas of future cooperation.
The Sendai Framework for Disaster Risk Reduction (DRR) is a non-legally binding agreement designed to reduce existing levels of risk and prevent emerging risks. While references to conflict were deleted from the final text, Sendai addresses issues parallel to those that would need to be addressed in a prevention and sustaining peace agenda.

Severe pollution incidents have provided some of the most visually arresting images of recent armed conflicts. Oil fires and spills, bomb – damaged and looted industrial facilities, abandoned military material and munitions, rubble and demolition waste – all are associated with contemporary conflicts, and all can threaten ecosystems and human health. But these obvious, and often serious, sources of pollution rarely tell the whole story.
At the Paris Climate Conference held in December 2015, 195 countries adopted the Paris Agreement – the first universal, legally binding global climate deal. The signatory parties committed themselves to a global action plan that aims to keep global warming to well below 2°C and to limit the global temperature increase to 1.5°C.
Over the past ten years, both our understanding and awareness of the links between climate change and security have increased tremendously. Today the UN, the EU, the G7 and an increasing number of states have classified climate change as a threat to global and/or national security. However, the links between climate change, conflict and fragility are not simple and linear. The increasing impacts of climate change do not automatically lead to more fragility and conflict. Rather, climate change acts as a threat multiplier.
For the past decade, western public discourse and the policy world have become increasingly concerned about ‘irregular’ migration and, to a slightly lesser extent perhaps, what driving role conflict and climate change play in triggering it. Addressing the causes and effects requires having a better understanding of the impacts that climate change has on multi-dimensional crises and the knock-on effect this has on migration. A key factor in understanding how these processes affect different women, girls, men, boys and other gender identities is gender.
The Closing Event for the exhibition “Environment, Conflict and Cooperation” (ECC) in Lima takes place on 1 December 2016 at the Pontifica Universdad Católica del Peru (PUCP). The ECC exhibition visualises the growing impact of global environmental change on our world and, in particular, on South America.
Climate change is projected to produce more intense and frequent extreme weather events, multiple weather disturbances, along with broader climatological effects, such as sea level rise. These are almost certain to have significant direct and indirect social, economic, political, and security implications during the next 20 years. These effects will be especially pronounced as populations continue to concentrate in climate-vulnerable locales such as coastal areas, water-stressed regions, and ever-growing cities.

Many transboundary water basins around the world are facing climate-related challenges that will intensify in the decades to come. Successful adaptation will be an important precondition for ensuring sustainable development and political stability in these basins. At the same time, stability and cooperation are preconditions for successful adaptation. How can riparians best achieve these interrelated objectives? And with the international community seeking to support both processes, how can water and climate diplomacy strengthen each other?
Over millennia, warfare, environmental degradation, and social inequality have brought much suffering to humankind. In an effort to facilitate interdisciplinary cross-fertilization, WESIPS brings together a cadre of internationally recognized scholars to address the underlying causes of warfare, environmental degradation, the advent of social complexity, and social inequality from a host of interdisciplinary and theoretical perspectives.
This article finds evidence that “risk of armed-conflict outbreak is enhanced by climate related disaster occurrence in ethnically fractionalized countries”. The authors state that while each conflict is the result of a very context-specific mixture of factors, natural disasters triggered by anthropogenic climate change might act as a threat multiplier.
